If you can replace it with ‘who is’ or ‘who are’, then you should use ‘who’s‘.
Remember: Apostrophes in words signpost missing letters.
‘Whose‘ sits before a noun to state or ask about possession.
For example:
- Who’s [Who has] eaten all the pies?
- Whose sonic screwdriver is this?
- Daryl is the one who’s [who is] going to save us from the zombies.
- I would like to know whose books these are.
